In Brazil, Federal Law 15,190/2025, as amended, forms part of the environmental licensing framework. The applicable pathway depends on the project, location, competent authority and rules in force. EIA/RIMA requirements must be assessed for the specific project; they should not be assumed solely because it is a data center.
Water-use authorization (outorga), where required, is separate from environmental licensing. Surface-water jurisdiction and groundwater rules determine the responsible water authority. Vegetation clearance and other interventions may also require specific approvals.
